LUCIE Arnaz was stuck in traffic the other night trying to get to Lo renzo's Cabaret at the Hilton Gar den Inn on Staten Island. So she called owner Rich Nicotra and told him to have a martini - or two - ready. Arnaz was checking the place out before she performs there Oct. 17. She liked Lorenzo's so much, she stayed to watch Tony LoBianco do his one-man Fiorello LaGuardia bit in "Hizzoner."
